One term for what you're proposing is called "uplift suasion" and it's quite an old idea.

I'm not keen to debate you in the comments section, but the idea itself is problematic for a number of reasons, nor does it work in practice as well as you make it sound. Perhaps putting a name to the concept can help in your quest for a deeper understanding of how to tackle racism.
